The 6% Interest Rate Cap

Macy's Credit Card SCRA: 32.99% Cut to 6%, and the Lender Is Citibank

At 32.99%, a $2,000 Macy’s card balance that you carried into active duty costs about $660 over a year. Limited to 6%, it costs $120. That leaves about $540 a year forgiven, and the same rule cuts the monthly payment. (Illustration: simple interest on a balance left unchanged for twelve months. Citi uses a daily balance that includes the prior day’s interest, so actual charges run a bit higher.)

Nothing we read from Macy’s adds to the statute, and the statute alone pays well here because the margin is wide: 32.99% is prime plus 25.99%, with prime at 7.00% on September 22, 2026.

Checked October 19, 2026 against Citi pricing tables 105-0926 and 107-0926.

The cap shows up in your minimum payment too. Citi’s agreement sets the minimum at the greater of $30 or 1% of the balance plus that month’s interest and any late fee. On $2,000 at 32.99%, a month’s interest is about $54.98, so the minimum is about $75. At 6%, interest is $10 and the minimum falls to $30 (our arithmetic from the agreement’s formula, rounded as it directs).

On a pre-service balance, every line in that table is capped the same way. The cap does not reach new purchases you make once your orders start; by statute those are new debt, a point the revolving-credit guide walks through.

The issuer question: Citibank on paper, DSNB on one page

One Macy’s page still credits Department Stores National Bank. The agreement Citi posts today names Citibank, and so do Macy’s own rewards terms.

Two of three say Citibank, and the contract is the one that binds. Address your request to Citi. If your statement or credit report still shows a DSNB name, list it in your letter next to the Citibank name so the account is matched either way.

Citi’s SCRA page, opened in a browser on October 19, 2026, takes requests through an online Benefits Enrollment Form, which it says also sits in the SCRA section under Help and Support, or through its Military Response Unit at 877-804-1082. It accepts requests up to one year after release, longer than the statute’s 180 days, though the shorter window is the one to plan around. Citi’s broader SCRA record is on our Citi page. For everyday Macy’s card questions, Citi’s agreement index lists 1-866-593-2543 for the store card and 1-877-204-7996 for the American Express version.

Special Event Promotions are deferred interest

The agreement offers one promotion type, the Special Event Promotion. Its terms are blunt: pay the purchase off before the promotion ends or Citi will “impose interest on that Purchase from the date the Purchase was made,” at the regular 32.99%. Illustration with a hypothetical six-month promotion: a $900 purchase left unpaid would bring back about $148 of interest at the end (simple interest on the full amount).

The payment rules make that easy to miss. Money paid above the minimum goes to the highest-rate balance unless the promotion is in its final two or three billing cycles, so extra payments made early may not touch the promo at all. If the promotion started before your orders and ends after them, we read § 3937 to limit the deferred interest that builds after your call-up date to 6%; Citi’s agreement does not say. Ask before the end date, in writing.

Star Rewards and a long deployment

Star Rewards is tied to the card, and its terms (read October 19, 2026) have two forfeiture rules that matter to someone heading out for a year. If you make no rewards-earning purchase in “any consecutive 12-month period,” membership goes inactive and the points and unused Star Money are forfeited. If the account is closed, by you or by the issuer, everything is forfeited at once. Its status rules add: “you will not be notified if your Account becomes inactive in the Program.”

Neither rule touches your SCRA rights, but both argue against closing the card as part of filing. Redeem what you can before you leave, keep the account open, and if a 12-month gap is coming, a rewards-earning purchase just before departure restarts the count.

Opened the card while serving

A Macy’s account opened during qualifying active duty, by you or your dependent, is covered by the Military Lending Act instead, and the 36% limit governs it. Under 32 CFR 232.4(c), that limit is measured as a Military APR that folds in finance charges, credit insurance and many fees, which the MAPR explainer breaks down. Citi’s Macy’s agreement decides covered status when the account is opened, gives 1-877-625-6379 for spoken disclosures, and switches its arbitration section off for anyone covered at opening. The arbitration guide covers why that matters.

Macy's card: claim the cap without losing your points

  1. Find the date your Macy’s account opened and confirm it is before your orders. The eligibility checker settles close calls.
  2. Note any Special Event Promotion balance and its end date on your statement.
  3. Redeem Star Money and points before you deploy, and do not close the account.
  4. Submit Citi’s online Benefits Enrollment Form or call 877-804-1082, then send a signed letter with your orders naming the Macy’s account; the letter generator drafts it.
  5. Get the applied rate, effective date and promo treatment from Citi in writing.
  6. Use the refund calculator to check the credit Citi posts against what you are owed.
The law behind this: 50 U.S.C. § 3937

Frequently asked questions

Does the Macy's credit card have SCRA benefits?

The law's, at least. The Macy's card agreement and the Star Rewards terms, checked October 19, 2026, offer no Macy's military program, and Citi's SCRA page promises "reduced interest rates and more" without naming a rate or the Macy's card. Under 50 U.S.C. § 3937, the rate on a Macy's balance you carried into active duty is capped at 6% until your service ends, anything above that is forgiven, and the relief dates to your call-up once Citi has your written notice and orders.

Who issues the Macy's card, Citibank or Department Stores National Bank?

Citibank, N.A. The card agreement Citi posts defines "we, us and our" as Citibank, N.A., and Macy's Star Rewards terms say the Macy's American Express program is issued by Citibank, N.A. But a Macy's credit benefits page, read the same day, still says Department Stores National Bank. For SCRA purposes, write to Citi.

Will I lose my Macy's Star Rewards points while deployed?

You can. Macy's Star Rewards terms, read October 19, 2026, say that if you make no rewards-earning purchase in any consecutive 12-month period, membership goes inactive and the points balance and unused Star Money are forfeited. Star Money itself expires 30 days after it is issued. Closing the card also forfeits everything. So redeem before you leave, and keep the account open: the SCRA cap does not require closing it.

Does the SCRA cap apply to the Macy's American Express card?

Yes, if you owed on it before service. The Macy's American Express Card runs 32.99% on purchases, balance transfers and cash advances under Citi's September 2026 pricing, plus a cash advance fee of $5 or 4% and a 3% foreign purchase fee. Section 3937 treats fees as interest, so on a pre-service balance they count toward the 6%. Purchases you make after your orders start, including overseas, are new debt and fall outside the cap.
