The 6% Interest Rate Cap
SCRA Phone Numbers: Every Major Bank's Department, Verified
Part of: The Complete Guide to the SCRA
Every issuer guide on this site carries its bank’s SCRA contacts. This page is the whole set in one place, for the day you are staging at the kitchen table with orders in hand and three accounts to file.
Two rules before you dial. First, call the SCRA desk, not the general line: the dedicated desks process these requests all day and will not ask you what the SCRA is. Second, follow the call with written notice and a copy of your orders. The statute keys your retroactive 6% cap to the written request, so the paper, not the phone call, is what protects your money.

Not in the live-verified list
Two honest reasons an institution lands here: it publishes no dedicated SCRA channel, or its website blocks the automated re-checks this directory runs (PNC, Citi, PenFed, and Westlake all do). The filing route below comes from each guide, verified against the issuer when the guide was written:
- Citi: Call Citi military servicing 1-877-804-1082 with orders and send a written § 3937 notice; get the rate, waived fees, and end date in writing.
- PenFed: Upload orders at PenFed.org/secureupload; one filing covers every PenFed loan type, retroactive to your duty start, up to 180 days after service.
- PNC: One door: call 1-844-PNC-SCRA (1-844-762-7272) or email servicemembers@pnc.com for a secure channel before sending orders; fax and mail also published.
- Westlake Financial: Mail Westlake SCRA (PO Box 76809, Los Angeles, CA 90076) with orders, or email via its military-benefits page; keep proof and verify backdating (two DOJ SCRA settlements).
After you file
Ask three questions in writing: what rate is now applied, is it retroactive to your active-duty start date, and when does the benefit end. The refund calculator shows what the retroactive piece is worth, and the letter generator produces the written request that anchors it.
Then report how it went. Issuers grade themselves at “two to three billing cycles.” The Scorecard is how servicemembers grade them back.
Frequently asked questions
What number do I call for SCRA benefits?
Call your issuer's dedicated SCRA or military services line, not the number on the back of your card. Every verified department line is listed in the directory above. If your issuer publishes no dedicated line, its guide on this site covers the route that works through general servicing.
What should I have ready before I call?
Your active-duty orders or a letter from your commander, your active-duty start date, and the account numbers you want covered. Ask for the 6% cap on every pre-service account, retroactive to your duty start date, and ask for written confirmation of the applied rate and the end date.
Is a phone call enough to invoke the SCRA?
A call starts the process, but 50 U.S.C. 3937 keys the cap to written notice with a copy of your orders. Follow every call with the written request (the letter generator produces one) so your retroactive date is anchored on paper, not on a call log.
How fast do banks apply SCRA benefits after you file?
Issuers self-report about two to three billing cycles. No independent numbers exist yet, which is why this site runs the SCRA Scorecard: servicemembers report how long their issuer actually took, and we publish the per-issuer results as the sample grows.
