The 6% Interest Rate Cap
PayPal Credit SCRA Benefits: 29.64% APR Capped at 6%, Who to Call
Part of: The Complete Guide to the SCRA
Carry a $2,500 PayPal Credit balance into active duty and it costs about $741 a year at the card’s 29.64% purchase APR. Capped at 6%, the same balance costs about $150. That is roughly $591 a year you keep. (Simple interest on a flat balance; the agreement adds each day’s interest to the next day’s balance, so the real gap runs a little wider.)
The cap is not a PayPal perk. It is 50 U.S.C. § 3937, and you have to invoke it. Nothing in PayPal Credit’s terms, FAQ or product page mentions the SCRA (all read October 19, 2026).
Synchrony holds the account, PayPal runs the screens
PayPal Credit comes in two forms: the PayPal Credit Card, a Mastercard, and the PayPal Credit digital line, used when you check out with PayPal. PayPal’s FAQ says approval decides which one you get. Both run under one contract, the “PayPal Credit Mastercard and PayPal Credit Terms and Conditions,” between you and Synchrony Bank of Draper, Utah. Its cost table is “accurate as of January 1, 2026.”
That makes Synchrony your creditor for SCRA purposes. Synchrony’s general desk, and the clawback allegations raised in litigation, are covered on our Synchrony guide. This page is about what is different on PayPal Credit.
What the agreement charges, and what federal law does to it
| Term (Synchrony agreement) | PayPal Credit | Pre-service account (SCRA) | Opened on active duty (MLA) |
|---|---|---|---|
| Purchase APR | 29.64%, prime plus 22.89% | 6% during service | Must fit under 36% each cycle |
| Penalty APR | 34.24% after two missed payments in 12 cycles | 6% during service | Agreement caps every APR at 35.99% |
| Promo | No interest if paid in full in 6 months, $149 or more | Our reading: in-service days capped | Notice is silent; ask Synchrony |
| Late fee | $30, or $41 after a recent miss | A fee counts as interest, § 3937(d)(1) | May be excluded if bona fide |
| Payment Security | $1.66 per $100 of monthly balance | Our reading: counts as interest | Always counted |

The $149 promo charges interest from the purchase date
PayPal calls six months of special financing “an everyday offer” on purchases of $149 or more, not an intro deal. The fine print: “Interest will be charged to your account from the purchase date if the balance is not paid in full within 6 months.” PayPal’s FAQ adds two traps. Separate purchases cannot be combined to reach $149, and a merchant that ships items separately can split one order into charges under $149 that may not get the promo automatically.
Here is the exposure. The agreement’s daily rate is 0.08121%. A $1,200 promo purchase left unpaid for 182 days builds about $177.36 of interest, billed in one piece once the promo ends. (A simple-interest estimate on an illustrative balance; daily compounding adds a little.)
Now add the SCRA. Section 3937(a)(1) says a pre-service obligation “shall not bear interest at a rate in excess of 6 percent” during service, and subsection (d)(1) sweeps fees and other charges into “interest.” Read together, the deferred interest that accrues on your in-service days should be held to 6%, with the excess forgiven. Days before your service begins are not covered. That split is our reading of the statute, labelled as such. Synchrony’s agreement says nothing about how it treats deferred interest on an SCRA account.
Worked example, illustrative dates and simple interest: you buy $1,200 of gear 60 days before your orders start, and the promo expires 122 days into service. Full rate for all 182 days is $177.36. Under the reading above you would owe $58.47 for the 60 pre-service days plus $24.07 at 6% for the 122 service days, $82.54 total. Cleaner still: pay the promo off before it expires and owe nothing.
One limit. By statute the cap reaches what you owed when you entered service, not new $149 promos you start afterward. Some issuers cap the whole account anyway; the revolving-credit breakdown explains the gap, so ask Synchrony which test it applies.
Payment Security: one optional fee, two federal ceilings
Payment Security is Synchrony’s debt cancellation product on PayPal Credit. Its agreement sets the fee at “$1.66 per $100 of Your Account monthly ending balance.” On a $2,500 balance that is $41.50 a month, about 19.92% of the balance per year, on top of interest.
On a pre-service account, § 3937(d)(1) carves only “bona fide insurance” out of interest. A debt cancellation fee is not insurance, so on our reading it counts toward your 6%.
On an account opened during active duty the answer is written into the regulation. 32 CFR 232.4(c)(1)(i) puts “any fee for a debt cancellation contract” in the Military APR, and § 232.4(d)(2)(i) says the bona fide fee exclusion “does not apply to” that fee. To show what that definition counts, add the two charges: 29.64% interest plus 19.92% in fees is about 49.6% a year by simple addition. That is an illustration of the rule’s arithmetic, not a figure from any statement. For a covered borrower the total cannot go past 36% in a billing cycle, and Synchrony’s own MLA notice switches off any other provision “that is inconsistent with the Military Lending Act” for your account. Synchrony does not publish how it applies that to Payment Security, so if you opened the account while covered and see the fee, ask in writing how the two charges are held to 36%.
PayPal’s FAQ says you can cancel at any time, and that cancelling within 90 days of enrollment refunds the program fees already charged. If it is on your statement, decide before you file.
Opened PayPal Credit on active duty: read the MLA notice
If you, or the service member you depend on, were on active duty when the account opened, the SCRA cap does not apply. The Military Lending Act does. Synchrony’s notice applies if you were a covered borrower “at the time your account is opened,” and it says: “The provision in this Agreement called ‘Resolving a Dispute with Arbitration’ will not apply to your account.” It also switches off any other term that conflicts with the MLA.
Everyone else is bound by arbitration unless they mailed a rejection to Synchrony within 45 days of opening. That difference is worth knowing before a dispute starts; the arbitration fine print covers why it matters. Synchrony’s MLA disclosure line is 1-855-367-4541.
PayPal Credit steps before you file
- Find the date your PayPal Credit account opened and compare it with your active-duty start date. Before means the SCRA cap; during means the MLA. The eligibility checker sorts it.
- Open the “Special financing” section of your PayPal account and list each promo purchase with its expiration date.
- Check your statement for a Payment Security charge. Cancel it online or at 1-866-323-3462 if you do not want it.
- Send Synchrony written notice and a copy of your orders. The letter generator drafts one; confirm the delivery route on Synchrony’s SCRA line first.
- Ask in writing for the applied rate, its effective date, how each open promo’s deferred interest is handled, and whether Payment Security fees are folded under the 6%.
- Keep paying at least the minimum until the answer arrives. Your outside deadline is 180 days after release; the deadline checker computes it.

Frequently asked questions
Does PayPal Credit have SCRA benefits?
PayPal Credit gets the protection federal law gives pre-service debt, and nothing extra that PayPal or Synchrony prints. The PayPal Credit agreement carries a Military Lending Act notice, and neither it nor the PayPal Credit FAQ or product page, all read October 19, 2026, says anything about the SCRA. Under 50 U.S.C. § 3937, an account you owed on before active duty is capped at 6% during service, the excess is forgiven, and your payment must drop by the forgiven amount. You trigger it with written notice and a copy of your orders.
What is the PayPal SCRA phone number?
PayPal's PayPal Credit FAQ, product page and terms list no SCRA number. The SCRA line we found on the site of Synchrony Bank, the lender, is 1-866-694-6580, on its Pay Later FAQ, for eligibility and enrollment (read October 19, 2026). PayPal Credit customer service is 1-844-373-4961, Monday through Friday 8 AM to 11 PM ET and weekends 9 AM to 9 PM ET, per PayPal's FAQ. Use either to confirm where your orders should go, then send the written notice anyway.
How do I submit a PayPal SCRA application?
There is no PayPal form. The statute asks for written notice plus a copy of the orders calling you to service, or a certified letter from your commanding officer, sent to the creditor no later than 180 days after you leave service. For PayPal Credit the creditor is Synchrony Bank. Call Synchrony to confirm the mailing or upload route, send the letter with orders, and ask for the applied rate and effective date in writing. Relief runs back to the date you were called to service.
Does the 6% cap stop deferred interest on a PayPal Credit purchase?
Partly, on our reading, and only for a promo purchase made before service. PayPal Credit charges deferred interest from the purchase date at the purchase APR when a six-month promo is not paid off. The SCRA caps a pre-service obligation at 6% during service, and it defines interest to include fees and other charges. Read together, interest accruing on your in-service days above 6% should be forgiven, while pre-service days are not touched. Synchrony publishes no position on this, so ask in writing.
I opened PayPal Credit while on active duty. What protects me?
The Military Lending Act, not the SCRA cap. The agreement's MLA notice applies if you were a covered borrower when the account opened, and it removes the arbitration clause from your account. The MLA rule caps the Military APR at 36% in each billing cycle, and it counts debt cancellation fees such as Payment Security. Call 1-855-367-4541 to hear the required disclosures and your payment obligation.
