Part of: The Complete Guide to the SCRA

Regions Bank’s SCRA page reads like a compliance notice: it quotes the statute’s coverage list, the 6% rule, the mortgage one-year tail, and the foreclosure rule almost word for word (read on regions.com, August 2026). Then it does something few banks do. Instead of one SCRA desk, it prints four intake points, one for each line of business, each with its own P.O. box and, for three of them, its own fax. Get the desk right and the filing is routine. Get it wrong and your orders sit in the wrong mailroom.

The rate is the statutory 6%, and Regions publishes nothing lower. A $22,000 pre-service auto loan at 12% capped to 6% forgives about $1,320 a year; a $9,000 Regions card at 25% forgives about $1,710. Both are retroactive to your active-duty start date under § 3937. Size each account in the savings calculator.

Regions’ eligibility list is the statute’s: regular members of the Army, Navy, Air Force, Marine Corps, Space Force, and Coast Guard; activated Reserve and Guard on federal active duty; Guard under 32 U.S.C. 502(f) for more than 30 consecutive days for a President-declared emergency; commissioned corps of the Public Health Service and NOAA; and certain U.S. citizens serving with allied forces. Guard members should check the Guard and Reserve guide before filing on state orders.

Getting the 6% applied

File your SCRA request with Regions

  1. Sort your pre-service Regions debt into four buckets: (a) loans and lines of credit, (b) credit cards, (c) Regions Home Improvement Financing, formerly EnerBank USA, and (d) Regions Mortgage. Each bucket gets its own packet.
  2. Build each packet: a written request that names the account numbers in that bucket, plus a copy of your orders (and any extension orders) or a certified letter from your commanding officer. The letter generator drafts the § 3937 request; print one per bucket.
  3. Send each packet to its desk. Loans and lines: Regions Bank, ATTN: SCRA, P.O. Box 1984, Birmingham, AL 35201, or fax 205-261-7048. Cards: Regions Bank, ATTN: SCRA, P.O. Box 2224, Birmingham, AL 35246-3023. Home improvement: Regions Bank, ATTN: SCRA, 650 S Main St, Suite 1000, Salt Lake City, UT 84101-2844, or fax 1-866-666-3993. Mortgage: Mortgage Customer Service, ATTN: SCRA, P.O. Box 18001, Hattiesburg, MS 39401-8001, or fax 833-430-0345. Write “ATTN SCRA” on every fax cover sheet.
  4. Keep the fax confirmations or mailing receipts, then call 1-855-REG-4MIL (734-4645) to confirm each desk received its packet. Regions publishes no processing time, so ask for one per account.
  5. Watch the next two statements on every account for the 6% rate and the retroactive credit. Any account still at contract rate gets a second packet to the same desk, referencing the first.

Where Regions borrowers lose the cap

One envelope for everything is the classic miss. The Birmingham loans-and-lines box does not service your card, and Hattiesburg does not service your auto loan. Regions built the split, so match it. If you are unsure which bucket a product falls in, call 1-855-REG-4MIL and ask before you send, then note who told you.

The card desk lists no fax. Three of the four intake points print a fax number; credit cards print only the P.O. Box 2224 address. Mail that packet with tracking, and give it the mail time before you follow up.

Regions tells you no notice is needed for foreclosure protection; that is not true for the rate cap. The page correctly says a servicemember does not have to give written notice for the foreclosure shield in § 3953, and that lenders should check the DMDC database. The 6% cap is different: § 3937(b) requires your written notice and orders, and the request must land within 180 days after you leave service (the deadlines guide walks the calendar). Do not read the foreclosure sentence as permission to skip the letter.

A power of attorney has to meet Regions’ rules. If someone files while you are deployed, Regions says the POA must be signed, acknowledged (a military POA acknowledged by a judge advocate or legal assistance attorney counts), durable, and specific about the banking powers granted. A generic form can bounce.

The ATM fee waiver is a checking perk, not SCRA. Regions waives its fee on two non-Regions ATM transactions per statement cycle if you show a military ID on your checking account. That has nothing to do with the rate cap on your loans, and holding a Regions checking account is not a prerequisite for the cap. See how Regions’ program compares with banks that publish a single desk or a lower rate on the bank leaderboard, and if a Regions desk refuses an eligible account, follow the denial escalation.

The law behind this: 50 U.S.C. § 3937

Maximum rate of interest on debts incurred before military service: read the statute.

Frequently asked questions

Where do I send an SCRA request to Regions?

It depends on the product (verified on regions.com, August 2026). Loans and lines of credit: Regions Bank, ATTN: SCRA, P.O. Box 1984, Birmingham, AL 35201, or fax 205-261-7048. Credit cards: Regions Bank, ATTN: SCRA, P.O. Box 2224, Birmingham, AL 35246-3023. Regions Home Improvement Financing (formerly EnerBank USA): Regions Bank, ATTN: SCRA, 650 S Main St, Suite 1000, Salt Lake City, UT 84101-2844, or fax 1-866-666-3993. Regions Mortgage: Mortgage Customer Service, ATTN: SCRA, P.O. Box 18001, Hattiesburg, MS 39401-8001, or fax 833-430-0345. Put "ATTN SCRA" on every fax cover sheet.

Is there a Regions phone number for SCRA?

Regions Military Customer Service answers at 1-855-REG-4MIL (734-4645); it is listed on the Regions Military Commitment page. The SCRA page itself directs the request to mail or fax, and it points general questions about the law to your unit's Judge Advocate, your installation's legal assistance office, or Military OneSource at 1-800-342-9647.

What does Regions say a spouse or dependent can claim?

Regions' page says a servicemember on active duty, or a spouse or dependent of such a servicemember, may be entitled to protections under the SCRA, and that the 6% cap covers debt incurred by the servicemember, or the servicemember and spouse jointly, before entering service. It says a servicemember or spouse must provide the written request and orders.

Does Regions offer a rate below 6% or a fee waiver?

No. The page restates the statute: no interest above 6% on pre-service debt during service, and for one year after service on a mortgage. It publishes no lower rate and no fee-waiver language. Under 50 U.S.C. 3937(d) fees count as interest under the cap, so ask each desk to confirm fee treatment in writing.

What if my Regions loan started as an EnerBank contractor loan?

Regions lists Regions Home Improvement Financing (formerly EnerBank USA) as its own SCRA intake with a Salt Lake City address and a separate fax. If a contractor financed a roof, HVAC, or other project through EnerBank before your active-duty start date, that loan is a pre-service debt and the request goes to that address, not to Birmingham.
