The 6% Interest Rate Cap
BSI Financial SCRA: A Contact-Page Notice and a Blank HUD Form
Part of: The Complete Guide to the SCRA
What BSI Financial Services owes you
The cap is retroactive to your first day of active duty, and the excess interest is forgiven rather than deferred. Put your numbers in to see the size of your claim, then generate the letter that asks for it.
Simple-interest estimate on a fixed balance, capped at 6%: the 6% statutory ceiling (50 U.S.C. § 3937). BSI Financial Services publishes no lower rate, so 6% is your guaranteed floor. A revolving balance that moved over the period will differ. It sizes the claim; it is not an amortization schedule and not legal advice.

BSI Financial Services, the operating name of Servis One, Inc., puts its SCRA language in one paragraph at the bottom of its borrower contact page. Under the heading “Attention Service Members and Dependents,” it says servicemembers on active duty, or a spouse or dependent, “may be entitled to certain protections” under the SCRA “regarding the service member’s interest rate and risk of foreclosure,” and asks anyone in service now, or within the last 12 months, “please notify us immediately” (read November 2, 2026). That is the whole of BSI’s own text. No rate, no desk, no email, no timeline.
The law supplies the rest. A mortgage you took on before entering service is capped at 6% for your service plus one year under § 3937, with the excess forgiven and your payment reduced, and it cannot be foreclosed without a court order for that same window under § 3953. See what the cap is worth on your balance in the savings calculator.

BSI’s notice is framed around default: it addresses anyone who “joined after signing the Note and Security Instrument now in default.” Read literally, it speaks only to borrowers already behind. The rate cap does not work that way. Section 3937 applies to any obligation incurred before service, current or not, so a borrower who is paying on time is just as entitled to ask.
The blank line in BSI’s HUD notice
BSI’s Loss Mitigation Application packet, linked from its forms page, closes with form HUD-92070, the “Servicemembers Civil Relief Act Notice Disclosure” (form date 6/2017; the copy prints an OMB expiration of 11/30/2024). It is the most complete SCRA statement anywhere on BSI’s domain. It states the 6% cap “during the period of military service and one year thereafter” for a mortgage, the court-order rule for foreclosure, and that a borrower requesting relief must give “a written request to the lender, together with a copy of the servicemember’s military orders.”
Then comes the line where the servicer is supposed to say where that request goes. In BSI’s copy it still reads: “[Note: Lender should place its name, address, and contact information here.]” (read November 2, 2026). HUD built a slot for the address. BSI left it empty.
Two other parts of that notice are worth knowing. It says no written notice is required to get foreclosure protection, and that lenders should check military status through the Defense Manpower Data Center. And it tells you to take SCRA questions to your unit’s Judge Advocate or installation legal assistance office. Both are correct. Neither replaces sending BSI your orders for the rate cut.
Filing with BSI
File your SCRA request with BSI Financial
- Confirm the mortgage was taken out before your active-duty start date. If it came to BSI by transfer, the original closing date still controls. The debt must be yours, or yours and your spouse’s jointly (§ 3937(a)(1)).
- Write a request that cites § 3937, names the loan, and asks for the cap effective on your first day of duty. The letter generator drafts one. Attach your orders or a commanding officer’s letter.
- Mail it with tracking to BSI Financial Services, Customer Care, P.O. Box 517, Titusville, PA 16354-0517, or fax it to 814.217.1366. Mark it “SCRA request” and put your loan number on every page.
- About ten business days later, call 800.327.7861 and ask whether the request reached the team that applies SCRA rates. Ask for the applied rate, the effective date, and the end date (release plus one year) in writing.
- Check the next statement for a rate at or below 6%, a lower principal-and-interest payment, and a credit for past interest above 6%. If the credit is missing, use the refund guide.
- If BSI does not respond, send a written notice of error to the qualified written request address on its contact page: BSI Financial Services, Attn: Qualified Written Requests, P.O. Box 517, 314 S. Franklin Street, Titusville, PA 16354.
Deadline: § 3937(b)(1)(A) gives you until 180 days after you leave service to deliver the notice and orders. The deadline checker works out your date.
Where BSI borrowers lose the cap
Two addresses for the same request. BSI’s contact page sends qualified written requests to P.O. Box 517 in Titusville, Pennsylvania. Its borrower FAQ sends them to 4200 Regent Blvd, Suite B200, Irving, Texas (both read November 2, 2026). When a servicer’s own pages disagree, use the contact page, keep proof of delivery, and if it matters, send to both.
Transfers are where BSI has been caught before. The CFPB’s 2019 consent order against Servis One found that BSI handled servicing transfers with incomplete loss mitigation data and was slow to enter adjustable-rate changes into its system, so some statements asked for the wrong principal and interest. It was not an SCRA case, and the CFPB now lists the order as expired or terminated. But a capped SCRA rate is exactly the kind of loan-level change that has to be entered by hand. Read every statement after the cap is applied, and again after any transfer into or out of BSI. The duties that follow a loan between servicers are in the mortgage servicer guide.
The loss mitigation packet is the wrong form for a rate cut. BSI’s packet asks whether any borrower is a servicemember or was recently sent on a PCS move, and it carries the HUD notice. It is still an application for workouts such as modifications and short sales. Filling it out does not invoke § 3937. Send the separate written request first. If deployment also breaks your budget, then apply for assistance.
A spouse can flag the account but may not get the rate. BSI’s notice invites spouses and dependents to come forward, which is the right practice for foreclosure screening. The 6% cap reaches only debt the servicemember incurred alone or jointly with a spouse before service. A loan in a non-serving spouse’s name alone sits outside § 3937(a)(1).
No Justice Department SCRA case against BSI appears in this site’s enforcement ledger. If BSI refuses a covered request, the escalation playbook is the next step, and the bank leaderboard shows which servicers publish a real SCRA process.

Frequently asked questions
How do I request SCRA benefits from BSI Financial?
BSI names no SCRA department. Its contact page asks servicemembers to "notify us immediately" and lists Customer Care at BSI Financial Services, P.O. Box 517, Titusville, PA 16354-0517, phone 800.327.7861, fax 814.217.1366 (read November 2, 2026). Mail or fax a written request that cites 50 U.S.C. 3937 with a copy of your orders, put your loan number on every page, keep proof of sending, and call to confirm it reached the right team.
What rate does BSI Financial apply under the SCRA?
BSI's own web text names no rate; it says only that servicemembers may be entitled to protections "regarding the service member's interest rate and risk of foreclosure." The HUD form in its loss mitigation packet states the statute: a debt incurred before service cannot bear interest above 6% during service and one year after for a mortgage. That is 50 U.S.C. 3937(a)(1)(A), and the interest above 6% is forgiven, not deferred.
Do I have to be behind on my mortgage to ask BSI for the SCRA rate?
No. BSI's notice is written for loans "now in default," but the 6% cap in 50 U.S.C. 3937 has no default requirement. Any servicemember whose mortgage was incurred before entering military service can claim it by giving written notice and orders, up to 180 days after leaving service. Ask for it while you are current; you do not need to miss a payment.
Who actually owns my loan if BSI is my servicer?
Often someone else. BSI's New to BSI page says its clients are lenders and investors and that its role is to service their loans by handling payments and borrower inquiries (read November 2, 2026). That does not change your rights: the SCRA binds whoever holds or services the loan, and BSI's page says a servicing transfer does not change your loan's terms. Your request still goes to BSI, because BSI applies the payments.
Has BSI Financial been in trouble with regulators?
Not under the SCRA. On May 29, 2019 the CFPB announced a consent order against Servis One, Inc., d/b/a BSI Financial Services, for servicing failures that included losing loss mitigation information in transfers and not promptly entering adjustable-rate changes into its system, which produced statements with wrong principal and interest amounts. BSI paid a $200,000 civil penalty and at least an estimated $36,500 in restitution. The CFPB lists the action as expired or terminated.
