USAA Car Insurance During Deployment: 60% Storage Rule, Overseas List
Part of: The Complete Guide to the SCRA
USAA cuts the cost of a parked car two ways while you deploy: it lets you drop liability on a vehicle in storage, and its storage discount takes up to 60% off the premium of a car that is not driven and sits somewhere secure. Neither comes from the SCRA, which has no auto insurance provision. Both are USAA’s own terms, read on usaa.com on October 10, 2026. If you have not yet worked out which coverages a parked car still needs, start with the deployment car insurance page. This page stays on USAA’s paperwork: the two discount footnotes, the overseas list, and the PCS rules.
USAA’s deployment and PCS terms, line by line
| Term | What USAA’s page says | Where |
|---|---|---|
| Storage discount | ”Up to 60% off your premium” when you deploy or store the car; car not driven, “stored in a secure location”; not in North Carolina or Virginia | Military auto, discounts, and cancel pages |
| Liability on a stored car | ”Discontinuing liability coverage on a vehicle you keep in storage while you’re deployed” | Auto policy FAQ |
| How to enroll | Policy summary, vehicle details, “Store a vehicle” | Auto policy FAQ |
| On-base garaging | Up to 15%, and its footnote limits it to the comprehensive premium (collision too in California) | Military auto and discounts pages |
| Payment dates | Pay on your military, retirement or disability pay schedule, “no extra cost” | Military auto page |
| Moving states | ”We offer USAA Auto Insurance in all 50 states” | Cancel page |
| Overseas | Coverage in 15 listed countries and territories; existing policies converted by phone | Overseas page |
All read October 10, 2026.
The 60% footnote, read from the page itself
USAA’s auto pages end with a block of footnotes, and two of them sit side by side. One says a discount “is a reduction in your comprehensive coverage premium only, except in California.” The next says the storage discount “is not available in North Carolina and Virginia” and that the car “must not be driven and must be stored in a secure location.” Read top to bottom, it is easy to pin the comprehensive-only line on the 60% storage discount.
The page’s own markers say otherwise. On the military auto page read October 10, 2026, the on-base garaging sentence points to note 2, the comprehensive-only text, and the storage sentence points to note 3, the North Carolina and Virginia text. The discounts page ties the two the same way, and its own wording of the on-base offer is “up to 15% on comprehensive coverage.” USAA’s cancel page and its military car storage guide both repeat the 60% figure with the storage note, and neither page prints a comprehensive-only note at all.
So the comprehensive-only limit is printed for the on-base discount. For the storage discount, USAA prints three conditions and no coverage line. That is not a promise of 60% off your whole bill either. USAA’s long-term storage guide talks about suspending the collision and liability portions of a stored car, which leaves comprehensive as the main line still billing. The practical move is the same either way: ask the representative to quote the stored premium coverage by coverage before you sign out.
Nine months in dollars
The illustration is a $140-a-month policy: $70 for liability, uninsured motorist and medical payments, $45 for collision, and $25 for comprehensive. Your split is on your declarations page.
| Setup during a 9-month deployment | Monthly | 9 months |
|---|---|---|
| Left as is | $140 | $1,260 |
| Spouse drives it, garaged on base, on-base discount at its 15% ceiling | $136.25 | $1,226.25 |
| Stored, coverage unchanged, storage discount at its 60% ceiling | $56 | $504 |
| Financed: liability off, comprehensive and collision kept | $70 | $630 |
| Paid off: comprehensive only | $25 | $225 |
The on-base discount is worth $33.75 here, because it only touches the $25 comprehensive line. The storage discount at its ceiling is worth $756 on the unchanged policy, and cutting a paid-off car to comprehensive only is worth $1,035. USAA does not say whether the 60% still applies once liability and collision come off; if it did, the paid-off car would fall to $10 a month, or $90 for the nine months, so ask for both quotes. Dropping liability also depends on your state: USAA’s long-term storage guide says you “may need to file an affidavit of non-use” with your DMV so the registration is not suspended for lack of insurance.
PCS overseas: USAA’s list of 15
USAA’s overseas page lists the places it offers coverage: the Azores, Belgium, Cuba, France, Germany, Greece, Guam, Italy, the Netherlands, Portugal, Puerto Rico, South Korea, Spain, the U.S. Virgin Islands and the United Kingdom. Japan is not on it, and a Japan page at the same address pattern as the country pages returned not found on October 10, 2026. For a move somewhere it does not offer coverage, the page says only that USAA “may still be able to help.” Get that answer in writing before a car ships to Japan.
The country pages carry rules a stateside policy never mentions:
- Germany. USAA writes liability, uninsured motorist, medical payments, comprehensive and collision there. It sends the “white card” the U.S. Army Europe registration office needs once you tell it you have arrived, and it “may charge you a monthly Insurance Premium Tax” depending on how the car is registered and where you are resident.
- South Korea. Only vehicles “privately-owned and registered on base.” A car registered off base needs a local insurer, and USAA no longer writes liability on diplomatic plates.
- Cuba. The policy “only protects you while driving on the Guantanamo Bay Naval Base,” and USAA issues no ID card there.
- Guam. Register with the Guam Department of Revenue and Taxation; USAA then confirms coverage with the Guam Motor Vehicle Division, and some documents come by mail because a local agent must countersign them.
All 15 country pages give the same exit rule: keep the overseas policy until the shipped car arrives, then transfer to a stateside policy; if you leave the car behind, take your name off the registration before you cancel. All 15 country pages add that with a move more than 30 days out you can quote online, and under 30 days you call. Eleven of them, all but Cuba, Guam, Puerto Rico and the U.S. Virgin Islands, also offer a U.S. Touring policy that adds liability if you rent or borrow a car on home leave. Back home, your regular policy covers liability in Canada but, per USAA’s FAQ, “doesn’t provide the required coverage in Mexico.” Banking from overseas is on the military banking overseas page.
Stateside PCS, selling, and cancelling
A move between states does not force a new company, because USAA sells auto insurance in all 50 states; cars in two states or countries at once go through 800-531-8722. Selling before a move, USAA says not to cancel “until after you’ve sold it.” If you cancel a prepaid policy, USAA says the refund arrives “within 3 to 10 business days” in most cases, unless you owe a balance. The line runs 6 a.m. to 10 p.m. Central on weekdays and 8 a.m. to 8 p.m. on Saturday, and is closed Sunday. Dislocation allowance, mileage, and the other entitlements a move pays are on PCS money moves.
What the SCRA adds, and what it does not
The premium stays USAA’s pricing. The law touches the car in three other places. A car lease can end under § 3955 on qualifying orders, including a PCS outside the continental United States or a deployment of 180 days or more, with the car returned within 15 days of your notice; the car lease termination guide has the steps. A storage lot cannot sell the car for an unpaid bill during your service and for 90 days after without a court order under § 3958; see the storage lien page. A car loan taken before active duty drops to 6% under the SCRA rate cap, and if that loan sits with USAA’s bank, its own lower cap is on the USAA SCRA page. Whether your spouse can change the USAA policy while you are away comes down to the power of attorney you leave behind; see the spouses and families page.
Set up a USAA auto policy for deployment or PCS
- Thirty days out, open your auto policy summary, choose the car, and select “Store a vehicle.” Drop liability only if your state allows it; keep whatever your lender requires.
- Ask for the stored premium coverage by coverage, and whether the storage discount still applies after liability and collision come off. North Carolina and Virginia policies get no storage discount.
- If a spouse keeps driving the car on base, ask for the on-base garaging discount instead; outside California it reduces only the comprehensive premium.
- OCONUS orders: check the 15-place overseas list and call 800-531-8722 to convert the policy. Orders to Japan: ask what USAA can offer before the car ships.
- On a lease with qualifying orders, compare ending it against nine months of stored premiums using the lease termination calculator.
- Coming home: keep the overseas policy until the car lands, then switch to a stateside policy before anyone drives it.
The law behind this: 50 U.S.C. § 3958
Enforcement of storage liens: read the statute , or read § 3958 in plain English, with its enforcement record .
Frequently asked questions
Does USAA give a discount for car storage during deployment?
Yes. USAA's military auto page, read October 10, 2026, says: "If you're deploying or storing your insured car for another reason, you could get up to 60% off your premium." The footnote marked to that sentence sets three conditions: the vehicle "must not be driven," it "must be stored in a secure location," and the discount "is not available in North Carolina and Virginia." USAA's auto FAQ separately offers dropping liability on a vehicle you keep in storage while deployed. You set it up from your auto policy summary by opening the vehicle details and selecting "Store a vehicle," or by calling 800-531-8722.
Is the USAA storage discount only on comprehensive coverage?
USAA does not say so about the storage discount. Its pages carry a footnote limiting a discount to "your comprehensive coverage premium only, except in California," but on the military auto page read October 10, 2026, that footnote is marked to the on-base garaging discount, and the 60% storage sentence is marked to the footnote about North Carolina, Virginia, and a secure location. The discounts page words the on-base discount as up to 15% "on comprehensive coverage," which fits. USAA prints no coverage line for the 60%, so ask for the stored premium broken out by coverage before you leave.
Does USAA car insurance cover me overseas?
Your U.S. policy covers liability in Canada but not in Mexico, according to USAA's auto FAQ. For a PCS, USAA's overseas page lists 15 places where it offers coverage: the Azores, Belgium, Cuba, France, Germany, Greece, Guam, Italy, the Netherlands, Portugal, Puerto Rico, South Korea, Spain, the U.S. Virgin Islands, and the United Kingdom (read October 10, 2026). Japan is not on the list. USAA says it will convert an existing policy by phone where it offers coverage. In South Korea it insures only cars privately owned and registered on base, and in Cuba only driving on Guantanamo Bay Naval Base.
What is the USAA on-base discount?
USAA's military auto page offers up to 15% when you garage your car on base, and the footnote marked to that discount says it is "a reduction in your comprehensive coverage premium only," except in California, where it also reduces collision (read October 10, 2026). On an illustrative $25 monthly comprehensive premium, the full 15% is $3.75 a month, or $33.75 over nine months. It suits a car that stays in use on the installation, such as one a spouse drives. USAA's military car storage guide adds that a car family members drive infrequently may still qualify for a discount.
How do I cancel USAA auto insurance before a PCS or deployment?
By phone. USAA's cancel page, read October 10, 2026, says canceling takes a call to a representative at 800-531-8722, weekdays 6 a.m. to 10 p.m. Central and Saturdays 8 a.m. to 8 p.m. The same page lists storing the car, deploying, and moving overseas as reasons you may not need to cancel. If you are selling the car, USAA says not to cancel until after the sale. A prepaid refund usually arrives within 3 to 10 business days unless you owe a balance. Overseas, keep the policy until a shipped car arrives home, then move to a stateside policy.
