Best Bank for Military Overseas: 1% Fees, $20 Rebates, Community Bank

The best bank for an overseas tour charges 1% or less on foreign debit purchases, rebates the local ATM operator’s surcharge, and has a branch or ATM where you are stationed. On September 2, 2026 that fits Navy Federal, USAA, Service Credit Union, Andrews Federal and the DoD Community Bank, so the choice comes down to the rebate and the map. The cost is small per swipe and large per year: 1% of $2,000 a month is $240 a year, a stateside card at 3% is $720, and ATM fees stack on top. No military institution charges more than 1% on debit, so the money is in whether the ATM owner’s surcharge comes back and whether a fee-free machine sits on your installation. Only Service CU’s rebate covers the 1% fee itself.

What 1% costs, in dollars
Take a family in Germany spending $2,000 a month on the economy by debit card and pulling €200 in cash four times a month from a German bank’s ATM. At Community Bank’s posted rate on September 2, 2026 (€0.8408 per dollar), that cash is about $952 a month.
- Purchases at 1%: $240 a year. At 3%: $720.
- Cash at 1%: about $114 a year. At 3%: about $342.
- Per-withdrawal fee, 48 withdrawals: $0 at a Community Bank ATM, $48 at Navy Federal before its rebate, $72 at Andrews. A stateside bank charging $5 per foreign withdrawal: $240.
A 1% card used at on-post ATMs costs about $354 a year; a 3% card with a $5 ATM fee about $1,302. The gap is roughly $950 a year for changing nothing but the card. Cash has its own spread: the same calculator showed $1 buying €0.8408 and €1 converting back at €0.884 per dollar, so $100 turned into euros and back comes home as $95.11.
Community Bank: the DoD program, and who runs it
Community Bank is the Overseas Military Banking Program. Its newcomer page says it is “operated through a contract between a commercial financial institution and the Department of Defense,” that “currently the contractor is Navy Federal Credit Union,” and that DFAS oversees it (read September 2, 2026). That contradicts most in-processing briefings: the Eighth Army newcomer page, read the same day, still calls it “operated by Bank of America.” If your slide says Bank of America, the slide is old.
The contract fixes the customers: active-duty members and sponsored family, DoD and other U.S. government civilians, personnel on TDY, reservists on temporary active duty, and limited service for retirees in Germany, the UK, the Netherlands and Korea. Regular Checking has no minimum balance and no monthly fee; Interest Bearing Checking takes $100 to open and charges $6 a month under a $500 average balance.
The reason to hold it is the local plumbing: online bill pay sends single or repeating euro payments to a payee “such as a landlord” in any SEPA country for a small fee, and its ATMs dispense dollars or local currency with no fee at its own machines. The card agreement puts 1.0% on foreign purchases and ATM transactions. Open it in person with a photo ID and your Social Security number, keep a stateside account open the whole tour, and ask the banking center what happens to the account when you PCS; its site does not say.
Deployment tools: EagleCash, myPay, allotments, SDP
EagleCash. The Bureau of the Fiscal Service page (last updated March 18, 2026, read September 2, 2026) describes a stored-value card loaded at a kiosk from your linked bank account, no fee from the program, works offline, issued by the deployed finance office. The same page says EagleCash and EZpay “will be officially decommissioned in early fiscal year 2026” at basic training locations and overseas land bases; the anchor-marked cards on most Navy ships stay in service. Fiscal 2026 began October 1, 2025; ask finance what your site uses now.
myPay. Military OneSource describes myPay as DFAS’s online system for managing pay information. Change direct deposit there before you leave, allow a pay cycle, and keep the old account open until the first deposit lands.
Allotments. Send a discretionary allotment sized for rent to the overseas account and leave the rest landing stateside; the limits are in military allotments explained.
The Savings Deposit Program. 10 U.S.C. § 1035 (read September 2, 2026) lets a deployed member deposit unallotted pay at a rate “not to exceed 10 percent a year” on up to $10,000, ends interest 90 days after return, and shields the balance from creditors. Military OneSource adds the rules: hostile fire or imminent danger pay for 30 consecutive days or one day in each of three consecutive months, deposits from day 31 at the deployed finance office, withdrawals through myPay after return. Host-nation accounts: Germany, Korea, Japan
SOFA status puts you inside Community Bank’s customer list and, in Germany, under the U.S. Forces Tax Relief Program instead of the tourist VAT refund (Army article, October 24, 2019). It does not itself require a host-nation account.
Germany. The Utility Tax Avoidance Program is where a local account becomes a requirement in practice. Grafenwoehr’s Army MWR UTAP page (read September 2, 2026) lists “a bank account that allows direct debit with a valid IBAN and SWIFT number,” the lease, orders, your CAC, the meter’s MaLo ID and serial photos, and a $99 fee. The 2019 Army article states that “German banking account information is required for enrollment in UTAP” and that utilities billed by the landlord as Nebenkosten are not covered. Whether a utility will direct-debit a U.S.-program account that carries an IBAN is decided by the provider and the installation Tax Relief Office.
Korea. The Eighth Army newcomer page (read September 2, 2026) lists Navy Federal, Community Bank and USAA on post, says most on-installation ATMs dispense dollars or won, and notes that some banks waive the “usually 1-2%” foreign transaction fee on OCONUS orders. It says nothing about needing a Korean account; the housing office sets that rule.
Japan. No installation page could be read by automated checks on September 2, 2026 (Misawa, CNIC and NAVSEA returned 403), so this page states no rule. Community Bank and Navy Federal both have branches there. Ask housing how the landlord and each utility want to be paid.
The two-card setup, and the 30 days before you go
Carry two debit cards from two institutions, so a fraud lock at 2 a.m. local time is an annoyance, not an emergency. Keep a U.S. mailing address and phone on every account; Navy Federal says a replacement card mailed to an APO or FPO takes 12 to 20 business days, or $11.50 by FedEx. Set travel notices and save the international numbers: Navy Federal’s is 800-0-842-6328, Community Bank’s Europe line is 00-800-2265-3279. 30 days before an OCONUS PCS or deployment
- Read your bank’s fee schedule for the foreign transaction and foreign ATM lines. Above 1% or $1.50, open a second account now, early enough for the card to arrive: Navy Federal Free Active Duty Checking or, for Germany, Service CU’s Direct Deposit tier.
- In myPay, confirm direct deposit, set a rent-sized allotment (allotments explained), and turn on two-factor sign-in.
- Set travel notices on every card and save the international phone numbers offline.
- Add your spouse to the account and sign the power of attorney (readiness checklist).
- Combat zone: have the SDP allotment ready for day 31 (SDP calculator) and ask finance what replaced EagleCash.
- On arrival: open Community Bank Regular Checking, set up euro or won bill pay for rent, and ask housing or the Tax Relief Office whether utilities need a host-nation IBAN account.

What is the best bank for military members stationed overseas?
Pick by fee and by map, not by name. On September 2, 2026 Navy Federal, USAA, Service Credit Union, Andrews Federal and the DoD Community Bank all charged 1% or less on foreign debit purchases, so the swipe fee is a tie. Navy Federal rebates up to $20 of ATM fees per statement period on Free Active Duty Checking, Service CU rebates $15 to $30 a month on its direct-deposit tiers, and USAA refunds up to $10 a cycle. For branches, Community Bank has 19 banking centers in Germany and 9 in Korea, Service CU is on 14 German bases, and Navy Federal sits on Navy installations in Japan, Korea, Italy, Spain, Bahrain and Guam. Hold one stateside account and open the local program account when you arrive.
Does Navy Federal charge a foreign transaction fee on its debit card?
Yes, 1%. Navy Federal's Schedule of Fees and Charges (form 2043ep, May 2025 edition, read September 2, 2026) lists "1% per transaction" for international point-of-sale and non-Navy Federal ATM transactions, and its overseas debit page explains it as the Visa International Service Assessment. A non-Navy Federal, non-CO-OP ATM also costs $1 per use plus whatever the machine's owner charges. Free Active Duty Checking rebates up to $20 of those ATM fees per statement period; Free Easy, Flagship and Free Campus Checking rebate up to $10. Navy Federal and CO-OP ATMs overseas, mostly on U.S. bases, charge no access fee.
Who runs the DoD Community Bank, and can I use it?
Community Bank's own newcomer page (read September 2, 2026) says it is operated through a contract between a commercial financial institution and the Department of Defense, that the current contractor is Navy Federal Credit Union, and that DFAS oversees it. Older briefings and the Eighth Army newcomer page still say Bank of America; that is out of date. Authorized customers under the contract are active-duty members and sponsored family, DoD and other U.S. government civilians and their families, personnel on TDY, reservists on temporary active duty, and, with limits, retirees in Germany, the United Kingdom, the Netherlands and Korea. Bring a government photo ID and your Social Security number to a banking center to open Regular Checking, which has no minimum balance and no monthly fee.
Do I need a German bank account to pay rent and utilities?
For rent, no official page says so; Community Bank and Service CU both send euro payments to a landlord by SEPA. For utilities under the Utility Tax Avoidance Program, the answer is close to yes. Does USAA refund foreign ATM fees?
Partly. USAA's Account and Service Fee Schedule (effective October 10, 2025, read September 2, 2026) says USAA charges no ATM service fee of its own and refunds up to $10 per monthly statement cycle of surcharges or usage fees charged by other ATM operators, but only when the operator properly identifies the fee in the data it sends. A separate 1% Foreign Transactions Fee applies to debit purchases, non-ATM cash withdrawals and ATM withdrawals made in a foreign currency or with a foreign merchant or ATM, and that 1% is not part of the rebate. USAA has no overseas branch; its agreement names one deposit-taking branch, in San Antonio.
