Best Military Credit Unions: Who Can Join (and USAA Is Not One)

A military credit union is a member-owned lender chartered around a military or Department of Defense connection, and that connection can be thin. Navy Federal takes veterans who served one day, their parents and grandchildren, and their roommates. Andrews Federal and Service Credit Union take anyone who first joins a free consumer association. The table below is each rule as it reads on the credit union’s own page on September 2, 2026. Then two things searchers get wrong: USAA is a bank and an insurer, not a credit union, and the $250,000 behind a credit union deposit is NCUA, not FDIC. The “military” is a floor, not a wall: two of the six readable charters admit anyone through a free association, and Soarion says so outright. The household rule beats the family rule for junior members: a roommate at Navy Federal or Security Service qualifies with no blood or marriage tie. And the state searches resolve cleanly: Security Service and Soarion for Texas, Eglin for the Florida panhandle, Navy Federal for both. One correction older guides miss: airforcefcu.com now serves a certificate for a different host, and Soarion’s About page says “formerly AFFCU.”
USAA is not a credit union
Searchers pair USAA with Navy Federal because both are military-only; only one is a credit union. USAA’s Operating Companies page (read September 2, 2026) lists United Services Automobile Association, three more property and casualty insurers, two life insurers, and “USAA Federal Savings Bank, Member FDIC.” FDIC BankFind lists that bank as active, certificate 32188. USAA’s About page states that “use of the term ‘member’ or ‘membership’ refers to membership in USAA Membership Services and does not convey any legal or ownership rights in USAA.”
A credit union member is a part-owner with a vote; a USAA member is a customer of an insurer and a bank. Structure does not decide SCRA quality: USAA’s 4% cap matches Navy Federal’s. It does decide who insures your deposits.
NCUA vs FDIC: same $250,000, different sign
The NCUA’s share insurance page (read September 2, 2026) states that the Share Insurance Fund insures individual accounts up to $250,000, a member’s interest in all joint accounts combined up to $250,000, and IRA and Keogh accounts separately up to $250,000, backed by the full faith and credit of the United States. The FDIC’s page states deposits are insured to at least $250,000 at each FDIC-insured bank. Same figure, and automatic at both.
The trap is the word “federally.” The NCUA page warns that several state-chartered credit unions use private insurers whose coverage is “not backed by the full faith and credit of the United States,” and that federally insured credit unions must display the NCUA sign where they open accounts online. Every credit union in the table is federally chartered; check a small on-base one in the NCUA locator first.
What a credit union does better, and worse
The SCRA desk. The statute caps pre-service debt at 6%; Navy Federal’s SCRA page (read September 2, 2026) caps “pre-Active Duty debt at 4%,” waives account fees, and lists business loans as eligible, which no big bank does. The rate tracker shows every issuer publishing a number below 6%. PenFed and Security Service apply the statutory 6%, per their SCRA pages on record here.
Auto loans. Navy Federal’s auto page (read September 2, 2026) advertises new-car rates “as low as 3.89% APR” for excellent credit, an 18.00% APR maximum, and a payment example of $591 a month on $20,000 over 36 months. Service Credit Union’s page says a DFAS direct deposit into its checking earns a discount on auto, motorcycle, and personal loans. The rate ledger and the dealer trap are in military car loans.
Savings. Navy Federal’s Special EasyStart Certificate (read September 2, 2026) pays 4.00% APY on 12 months, $50 minimum, $3,000 cap, with checking and direct deposit: about $120 a year on the full $3,000.
Overseas branches. Service Credit Union’s military page counts 37 U.S. branches and branches on 14 military bases in Germany, six of them in the Kaiserslautern Military Community. Andrews covers Belgium, the Netherlands, and northern and central Germany. Foreign transaction fees and ATM rebates abroad are compared in banking overseas on orders.
What it does worse. Footprint and technology. Security Service has 70 locations in three states; Eglin serves one corner of Florida; Andrews serves two bases, one city, and three countries. A big bank’s app and branch count usually win, which is why the bank guide pairs a credit union with a card issuer. The account-by-account fee and early-pay comparison, banks included, is in best checking account for military.
How to find the credit union on your base
The Defense Credit Union Council (dcuc.org, read September 2, 2026) represents “over 180 credit unions with over 40 million memberships,” but its member directory is not a public page: /member-directory returns a 404, and the web.dcuc.org directory loads only inside its members’ portal. Two tools do work:
- The NCUA credit union locator at mapping.ncua.gov. Search the installation’s address; the result confirms the charter and federal insurance too.
- The installation’s own website or newcomer guide, which names the on-base credit union; DCUC’s installation guide describes these branches as operating under a formal agreement with the base. Your finance office knows too.
Joining through a family member: a worked example
Say your father served four years in the Navy in the 1990s and never banked with Navy Federal. You are 28, a civilian, and want the auto rate and the SCRA desk. Navy Federal’s eligibility page lists “Children (including adopted and stepchildren)” under Family Members, and its FAQ says eligibility survives a veteran relative’s death, with a DD-214 as the proof it may request. So:
- Gather what its Become a Member page lists: Social Security number, government ID, home address, and a card or bank account plus routing number to fund the $5 Membership Savings Account.
- Have your father’s DD-214 ready. The page requests it for a deceased veteran; expect the same for a living non-member one.
- Apply online, at a branch, or by phone.
- Once you are in, your own family and household “are eligible if you’re a current Navy Federal member,” so your spouse or roommate joins through you.
A spouse joins the same way everywhere in the table. A parent joins through a service member at Navy Federal, Security Service, and Eglin, which all list parents, or through the household rule where they share an address. Move to a military credit union without losing the 6% cap
- Open the $5 share account at the charter you qualify for, and confirm the NCUA sign on its site.
- Move military pay in myPay: DFAS’s FAQ says Main Menu, Pay Changes: Direct Deposit, with the new routing and account numbers. Service CU’s loan discount and Navy Federal’s certificate both key off that deposit.
- Keep every pre-service card and loan open where it is. The 6% cap under 50 U.S.C. § 3937 attaches to pre-service debt only; see the pre-service debt playbook.
- Never transfer or refinance a capped balance into the new credit union during service; that creates new, uncapped debt.
- If you held a loan at the credit union before service began, file the SCRA notice with its desk (Navy Federal: eMessage “Attn: SCRA,” fax, mail, or branch, within 180 days after active duty ends). The letter generator drafts it.

Frequently asked questions
Can family members join a military credit union?
Yes, and the rules are on each credit union's membership page. Navy Federal lists parents, grandparents, spouses, siblings, children (including adopted and stepchildren), grandchildren, and household members including roommates. Security Service FCU lists spouse, child, sibling, parent, grandparent, grandchild, step and adoptive relations, plus any household member who shares your residence and helps maintain a single economic unit. Eglin FCU adds stepparents, stepsiblings, and widowed spouses. Andrews FCU and Soarion accept household or immediate family of anyone who qualifies. All of these were read on the credit unions' own pages on September 2, 2026. The family member joins in their own name and gets their own account, and at Navy Federal their own family and household then become eligible through them.
Is USAA a credit union?
No. USAA's own Operating Companies page (read September 2, 2026) lists United Services Automobile Association and three other property and casualty insurers, two life insurance companies, and "USAA Federal Savings Bank, Member FDIC." FDIC BankFind lists USAA Federal Savings Bank as an active FDIC-insured savings bank, certificate 32188. USAA's About page adds that use of the term "member" refers to membership in USAA Membership Services "and does not convey any legal or ownership rights in USAA." A credit union member is a part-owner; a USAA member is a customer of a bank and an insurer. Its SCRA program is still one of the strongest, with a 4% cap on qualifying pre-service accounts.
Are credit union deposits insured like bank deposits?
Yes, at a federally insured credit union. The NCUA's share insurance page (read September 2, 2026) states that the National Credit Union Share Insurance Fund insures individual accounts up to $250,000, a member's interest in all joint accounts combined up to $250,000, and IRA and Keogh accounts separately up to $250,000, backed by the full faith and credit of the United States. The gap to watch: some state-chartered credit unions carry private insurance that is not backed by the United States. Look for the NCUA sign on the website and confirm the charter in the NCUA credit union locator before you move your direct deposit.
Can anyone join Navy Federal?
Not anyone, but the door is wide. Navy Federal's eligibility page (read September 2, 2026) lists active duty in the Army, Marine Corps, Navy, Air Force, Coast Guard, National Guard and Space Force; Delayed Entry Program; DoD officer candidates and ROTC; DoD reservists; veterans, retirees and annuitants; DoD civilian employees, U.S. government employees and DoD contractors assigned to DoD installations, and DoD civilian retirees. Then immediate family and household members of any of those people or of any current member, and the household rule includes roommates. There is no association back door like Andrews or Service CU offer. A $5 Membership Savings Account balance establishes and maintains membership.
Which military credit unions have branches overseas?
Service Credit Union's military banking page (read September 2, 2026) says it has 37 branches in the United States and branches on 14 military bases in Germany, with six of them in the Kaiserslautern Military Community: Baumholder, Kapaun, Kleber, KMCC, Ramstein, and Sembach. Its page also says you do not have to close your account when you PCS out of Germany. Andrews FCU's membership page covers DoD ID-card holders with logistical support in Belgium, the Netherlands, and northern and central Germany, and requires a CAC with individual logistical support (or retiree status, in Belgium) to join from those countries. Navy Federal publishes overseas branches too; check its locator for your installation.
What happened to Air Force Federal Credit Union?
It is now Soarion Credit Union. Soarion's About page (read September 2, 2026) says it began in 1952 as Lackland Federal Credit Union, when ten servicemen at Lackland Air Force Base each put in $5, and describes itself as "Soarion Credit Union (formerly AFFCU)." The old airforcefcu.com address now serves a mismatched security certificate, so links in older guides fail. Its membership page states that "military affiliation is not required to join," and its military path covers active duty, reservists, veterans, retirees, and dependents living or working in Texas, Oklahoma, Arkansas, Louisiana, or Mississippi.
Do I lose my SCRA 6% cap if I move my accounts to a credit union?
You do not lose it on the accounts you leave alone, and you never gain it on accounts you open after your service starts. 50 U.S.C. § 3937 caps interest on debt you incurred before military service, so a balance transfer or refinance into a new credit union loan during service creates new, uncapped debt. The right move is to join the credit union for daily banking and future loans, keep every pre-service card and loan open where it is, and send each of those creditors the § 3937 notice with your orders. If you already had a Navy Federal or USAA loan before you entered service, both apply a 4% cap to it once you file, verified on their pages.
